Account Roles
A user may be allocated any one or more of the following roles:
Administrator

Manage VMS licences
Create and edit user accounts
Create and edit sites
Manage violation exports to back-office systems.
Adjudicator
Adjudicators have the authority to assess the validity of received violations and to assemble the necessary accompanying evidence to support prosecution in a court of law. Depending upon how the VMS is configured, Adjudicator rulings may also be Auto-Confirmed - an action more usually assigned to a the Supervisor role.
In order to reduce the risk of nefarious manipulation of the system, the Administrator and Supervisor roles should be assigned to different groups of individuals, but other considerations may make it necessary for individuals to play multiple roles. Under these circumstances you have two options...
Assign the same individual both the Adjudicator and Supervisor roles.
Configure the VMS system to apply Auto-Confirmations to Adjudicator rulings and dispense with the Supervisor role altogether.
Supervisor
Supervisors play an overseeing role Confirming or Rejecting Adjudicator rulings.
Observer
Observers have no material impact on the system, and so this role is usually allocated to individuals who only need to view the details of acquired violations.
Reporter
Much like an Observer, the Reporter can have no material impact on the system, and his/her access rights are limited to the running of reports.
